In solidarity with the revolutionary struggle in India, ICOR (International Coordination of Revolutionary Parties and Organizations) joins the voices of democratic and revolutionary organizations worldwide to demand justice and an immediate end to the brutal “Operation Kagaar” launched by the fascist Modi government.
We are deeply outraged by the targeted killing of 28 Maoist fighters, including the General Secretary of the Communist Party of India (Maoist), Comrade Basavaraj, on May 21, 2025. These revolutionary fighters were killed during a military operation called ‘Operation Kagaar’ involving tens of thousands of soldiers and policemen, despite urgent calls for peace talks by democratic and progressive organizations in the country and a unilateral ceasefire in the region. The revolutionaries from Colombia sadly declare that the murder of these fighters is a loss for the revolutionary struggle in India.
This brutal massacre is part of a larger, coordinated campaign of state terrorism orchestrated under the false pretext of an “operation to suppress the Maoists” and part of the fascist attempts to restructure the Indian state into a racist Hindu nation-state. These operations are aimed at crushing the democratic rights and resistance of the indigenous peoples of India. They are fighting to protect their land, water and forests from the interests of imperialist monopolies.
As ICOR we condemn Operation Kagaar and all state massacres committed during this operation in the strongest possible terms. We demand the immediate cessation of this military operation and demand:
• An immediate judicial inquiry into the killing of the General Secretary of the Communist Party of India (Maoist), Namballa Kesava Rao, known as comrade Basavaraj and all Maoist guerrilla fighters.
• The immediate cessation of all military actions against the democratic population and the acceptance of the peace demands of civil society.
• The end of Operation Kagaar and the withdrawal of all paramilitary forces from the areas of the indigenous population and securing their rights and demands.
• The release of all political prisoners, including Maoist leaders, human rights activists, journalists and indigenous leaders imprisoned on false charges.
• The recognition of the right to self-determination and land and the end of forced evictions of indigenous communities.
We call upon all revolutionary, democratic, progressive and human rights organizations worldwide to stand in solidarity with the revolutionaries defending the indigenous and oppressed peoples of India.
